Changing fans speeds

Is there a way to change what speed the fan on my cpu heatsink runs at. I have a p4 2.8 ghz (overclocked to 3.2) Gigabyte ga-8ipe100g mobo, and an Ultra copper cooling cpu heatsink that is rated to 3.4 ghz. How do I change the speed at which the fan is running. Currently it's running around 3200 rpm and is rated to 4200.
 
You could use SpeedFan. Not sure what mobo you are using, but Asus has a feature that you could disable to allow full fan speed.
 
Try going into your BIOS settings and look for a target CPU temp, pick a low one, like 40 C and your fan will work to get temps down...

You need a better cpu heatsync imo. If the fan is already running at near full speed and the temps are in the 70's....
To run it flat out all the time disable fan speed control in the motherboard bios settings. If you want to use speed fan you'll need to do this as well.
