Changing default language in XP Home?

How to do it? I am setting up a new dell system for relatives that want the default language as spanish. The dell software hotline has an answering machine that says all representatives are busy, call back later, then hangs up! Bastards! I've gone so far as reinstall windows from the dell cd, after selecting spanish as the default language, it still displays only english. What the heck? Please help me before I go nuts.

This is not General Hardware related.
