Changing CS:S starting background

I've looked all over and could not find an answer i understand so i turn to you all. how do i change the CS:S starting background picture to one that i have on my computer? Is there just some file i need to change and replace with a new pic. or is it in some resource file? either way, where would i find this file?

PLEASE HELP!!
