Changes in chipset or clock settings causing boot failure?

Just upgraded my PC with a new Mobo, hard drive and CPU. Now getting a random problem on bootup. Hit the button and it fires up for about 2 seconds then everything dies. Wait a minute or so to start it and it will begin to boot again. Then stops on the boot screen and says "Warning changes in chipset or clock setting caused boot failure." It only does this every few days.


AMD XP 2700
Gigabyte GA-7VT600 Mobo
Seagate 120gb
512mb pc2100 RAM (1gb of pc3200 on the way 🙂 )
Gainward 64mb TI4200

I have been having some power issues and am also waiting for a new power supply. Could that be causing this problem? Any help is greatly appreciated.
