Change Radeon GPU steppings?

I just want to know if there is a hack or other tool (like PhenomMsr Tweaker for CPUs) that can change the clock steppings on the Radeon 7000 series.

I'd like to boost the startup plateau from 300/150 to something a bit higher and I'm using a Powercolor Radeon 7850 2GB. I know the voltage is locked and can't be unlocked, but what about the GPU and GDDR clock steppings?

If anyone knows how to do this or if it cannot be done, please reply. And thanks for your interest, it is greatly appreciated.
 
You can change the steppings in the BIOS. I think RBE was the one I used. My 5770 would screen tear in 2D when using multiple monitors. Used this to boost the base clock higher.

D/L site says RBE is "no longer in active development" due to signature requirements in newer Radeon cards, and cards after 6870 are no longer supported.

Figures huh...AMD "unlocks" their CPUs but locks their GPUs! Go Figure.

Creating a new profile worked, but CCC won't save it and neither will GPUTweak I've been playing with both for several hours now. CCC does offer a a right-click option to enable it from the tray, but it boots to default values. With GPUTweak I have to open the entire program and enable the saved profile, that is if it wasn't lost altogether and require re-entry.

I'll try the VBE7 Bios Editor and see if that will help, tomorrow! I saw the thread for it, and thank you Comm for posting it here as well.

I was using the new Beta driver 13.11 and thought to rollback to 13.10 before turning in. Well it worked, it saved the profile in CCC with all the 2D/3D changes I made. It booted up just fine and is running steady at 500/750(x4).

Occasionally I see a hiccup in GPU-Z showing me a temporary uptick in both clocks. It only lasts a moment and then settles down again. PhenomMsr does the same thing on the CPU so I consider this normal, however I do remember one of the threads here in this forum talking about stability on the 2D clock, so I will monitor to ensure 2D clock is not too high.
