change letter of boot drive on XP

I read somewhere a while back that you couldn't change the boot drive letter in XP. At least, not safely. There's a way of changing it in the registry, but it doesn't change all of the references. So if you change it from say F: to C:, your system will still think all its files are on F:, not C:, i.e. your system will hang.
