Last week,i came across a wonderful surprise where a electrical outlet in my wall found itself grounding into my gaming tower basically taking out a h61 motherboard,8gb of memory and even took my 7850 along for the ride.

The memory itself is burnt beyond use,the board just simply goes into a on and off routine but my biggest fear is if the processor is gone as well?

The only indication it may be good is the fact the back of the board where the socket is does get very warm to the touch when its powered on,but with $250 as a budget for replacement parts, should i consider putting some of that towards a new cpu as well?

I'm not a master on rescuing shafted PC parts, but I'd be wary of reusing that CPU. If the rest of the board is that utterly fecked, there could be some short or fault in the CPU which would take a new mobo down with it if you tried it out.
