I downloaded the abandonware version, but the railroad track build functions are controlled by a number keypad that i conveniently dont have any ideas?

Turn on numlock on the laptop and use the number keys in the middle of the keyboard?

I cant remember if there is an option to reconfigure the keys otherwise, this will fix it.

You have an Inspiron, right? It should have a number pad (on mine the 5 is on the I key).

There's an option in the BIOS to enable it, by default the numlock key on the keyboard has no effect.

You can hold down the FN key and hit those numbers as well, at least, old Inspirons were this way.

He's a member of the Army stationed there, so the US laws still apply.

IIRC, he would be governed by the UCMJ and the laws of the country he is stationed in.
