A lot of the rap = unintelligent has to do with the fact that white people think black people esp. thug looking black people are stupid.

You will usually here this kind of racial prejudice right after Mullet Man and his Amazing Technicolor Pick-em Up Truck says 'Y'all's rap musiak is crap, y'all ain't gots no edumacation, y'all gotta listen to sum Skynard...yeah buddy....now them's some good words and musiak, ohhhh yeah! and sum Shunnnia Twang, she beeeutifulll just like my hound dog Daisy!"
