Challenge: can anyone name this short story from a collection of the year's best sci-fi?

I read this short story a long time ago. I can't remember the author or title, just that it was in a collection of the year's best sci-fi that is released every year. The story was about gene therapy. Scientists discovered a way to eliminate the need for sleep. The story dealt with the reactions of "normal" people. Imagine what you could do if you didn't need to sleep. For example, instead of cramming all night for a test, you would merely be studying. No need for caffeine or vivarin. If you were an athlete, you could train 8 hours during the day, and then 8 more at night while the rest of humanity sleeps. It would give you an unbelievable edge in every aspect of life. In a sense, it would double your lifespan. In the end, these people that didn't need sleep were treated differently. They were excluded from competition, etc, because of their advantage.

I know it's a long shot, but have any of you heard of this story?

Possibly. The title doesn't ring a bell. I'll hit the library this weekend and take a look.
