Chaintech NFV4 problem?

I built a computer with the following specs:

Chaintech NFV4 motherboard
Athlon64 3500+
1GB (2x512) Corsair Value RAM
Radeon X800XL
(And then there're opticals and floppies, but I think they're irrelevant to the matter.)

I completely assembled the computer, plugged it in, flicked the switch on the PSU and then pressed the power button on the computer. Nothing happened. I turned off the PSU, flicked it on again, and noticed that the green LED flashed for a quick second.

So I made sure everything was connected properly and tightly. The standoffs are in properly. (Although there are seven holes for screws and the motherboard only came with five standoffs, leaving two holes empty.) I stuck the RAM into different slots; I made sure the video card was in tigihtly; I examined all the jumpers; I made sure the CPU and heatsink and installed properly. Still, after all that, flicking the PSU on only created that quick second of LED flash.

At first, I was using a stock case PSU rated at 500W with 18 amps on the 12V rail. I thought that wasn't enough, so I bought an Antec True Power 480W PSU that has 28A on the 12V rail. But still, after installing that PSU in, the same thing still happened: only the LED light flashed for a quick second and the computer wouldn't power up.

So I removed everything and tried to boot the computer with only the bare essentials of a video card and some RAM. Still, the same thing. Heck, I tried connecting with absolutely nothing and it still wouldn't turn on.

I asked around, and on another board, someone mentioned that maybe my motherboard's just faulty. Anyone else think that's the problem?

Yeah, I pretty much checked everything and it's still the same.

Is there a way to know if it's the CPU or mobo that's dead? I don't want to send the mobo back only to find that it's the CPU that's dysfunctional (or vice versa).
