Rollo, you're supposed to be a smart guy. Did you even think about what CGW said in this article and make your own judgement, or did you just accept their word as gospel? Is CGW really that reliable in your eyes that you would just go around repeating their opinions without questioning them yourself?
If you look at the X1300Pro review on Xbitlabs you'll see that the card performs about on par with the Geforce 6600. They both win some benchmarks and lose some. ANd the 6600 goes for the same street price. So I don't see how any reasonably knowledgable person would call the X1300Pro a terrible buy, any more than the corresponding Nvidia competitor. Now, you can say that this class of cards are a poor buy in general and that people should step up to the 6600GT/X800 cards. That would be a smart thing to recommend, but bashing the X1300Pro is definately not smart.
