cellphone dying, who to complain to?

Either. Service provider may let you replace it in-store if it is new enough. Manufacturer will fix it free if it is new enough, or charge you if not. I sent one back to Nokia, and it was back to me in 2 weeks or so (I bought a refurb phone, and 6 months later it was not working right, but Nokia fixed it free.)

I'd call AT&T. My gf has service with them and had a bum V60. Called them, and they sent her a new one with packaging to send back the old one.
