Is there any way to transfer your cell phone # to another carrier for a short time (with minimal to no cost) and then transfer back to your current carrier? (This is inorder to get the discounts of activating a "new" line with my current carrier).

I think no.....not a helpful answer, but the cell phone companies aren't well known for being helpful.

I don't believe a number port counts as a new activation. I could (and hopefully am) be wrong though.

yes, if you sign up for cingular and you bring your own phone you don't have to sign a contract. I was going to do this scheme of yours last year, but cingular coverage was so much better than tmobiles and i get discounts through my employer so i'm still with cingular and still dont' have a contract.

No. Usually you have to be away from a carrier 90 days to be considered a "new" customer again.

xyion, porting your number to a different carrier does qualify you for new activation promotions.
