Get a caller ID/Spam blocking app. Right now I'm testing out Hiya which gets great ratings. It's totally free with no ads - they make their money through partnerships. Unlike some caller ID apps it does not include a dialer also. Nomorobo is supposedly really good as well, although that costs $1.99 a month or $19.99 a year. Verizon and AT&T phones usually come preloaded with a caller ID app that takes a monthly fee of around $2.99 a month. I'm testing out the AT&T one now.

Oh thank god they told me that my warranty had just expired on my 2006 vehicle!

Also OP, on my Samsung you can go into details of the calls and block the number at least.

they can still leave a voicemail. which pisses me off to no end.
 
Ok Hiya is pretty cool. It identifies outgoing calls as well as incoming calls in a nice interface. However it's catches do not show up in the stock dialer's call history. The Caller ID app from AT&T does populate the stock dialer with the incoming call information, but does not identify outgoing calls. Neither app populates a 3rd party dialer call history list with the incoming call info. The Caller ID app from AT&T does not have a setting to send SPAM callers straight to VM, Hiya does.
 
I use QuiteSleep, and block anyone not in my contact list. It's still possible to get voicemail, which can be good or bad, but it works great for me cause I seldom get spam mail, and an important call can be gotten back to. It's libre software of course.

iOS DND mode does the same... you can select whom you want to let "through" (contacts or everyone), how many times they can call you in a row, etc

it's by far one of the best features of iOS and I personally use it every night
 
It already is illegal.

Problem is it's not really enforced and there's lot of exceptions, for example overseas. A lot of these are overseas calls, which arn't illegal. Political calls are also not illegal, or calls from companies you do business with (ex: bank) but trying to sell you stuff.

It needs to be illegal for real, and all illegal, not just pick and choose.
