stepping 3..... is that the newest? what voltage should i be able to run at then?

Yes.

The Celeron II gets stepping updates alongside with the PIII.

They run the same die-mask and therefore are essentially the same.

The Celeron II is just a Coppermine after some laser surgery.

Intel refers to the Celeron steppings with a leading 'm' instead of 'c'

cB0 PIII = cB0 CelII

The newest stepping is the cC0 stepping.
You have a cB0

You can check out the Sspecs (the numbers like 'SL32A') HERE- they will help you find out what the stepping is before you run the CPU.
