Celeron (Conroe-L) vs Celeron D (Cedar Mill) for web browsing and gaming

Okay so the thing is, overclocking isn't an option. Neither is buying a new setup/cpu that is not a Pentium 4/Pentium D (they're the only ones he can afford atm). So at stock speeds, Conroe-L (1.6ghz) vs Cedar Mill (3.2ghz), which one is superior? Or should he just pick up a Pentium 4/Pentium D?
