CD's hanging from rearview mirror

In their countries, having a CD player in a car is not the norm, so yes, hanging a CD from their rear view mirror is something they may do to show some wealth, so maybe they are doing that here too.

Lots of Arabs like to hang a CD with their flag and country's name from their rearview. Never saw the point in that.

In California it is illegal too, it is also illegal to have stickers on the back window (such as college stickers) unless they are in one of the corners (forget which one)...needless to say I break both of these laws as I have a parking permit for my garage and a college sticker, but whatever. I have been pulled over before with no problems, it would need to be an asshole of a cop to give you a ticket for it
