CDD fee. Can someone explain this?

I live in a community where I have to pay a CDD fee along with a HOA fee in addition to my taxes. The CDD fee is just about $1000 per year. Now, I have some questions about this. DOes anyone else have this and can you provide any information on it. Thanks...

Is this something I pay for life?
Can I pay it off in a lump sum?
