CD_R Installation problems

I recently bought a Lite on it 24/10/40 CD-R and it does not recognize it when i boot up the computer...i am running win 98 on a home built pc with Nero as the buring software.
I also have a dvd drive, both the DVD drive and the CD-r are hooked up to the Secondary IDE port.
The IDE cable connects first at the middle to the CD-r assigned master, then to the DVD rom drive above it. Both power sources are connected and the green lights are light up and the doors open but during boot up they are not recognized...

The jumpers are assigned to the designated devices...Master to the CD-R slave to the DVD...i am simply stumped as to what could be wrong...

also previous to instaling the CD-r i installed the BUrn software nero and it gave me an error message saying

can not find win95/98/2000 file '?.?'. this is necceasry windows file.

it then says i can only copy images...

Is it recognized by the bios during boot up, but not in windows?
Did you install the drivers in windows?
What does the device manager say? Nonexistent?
Can you get it to work w/the DVD unattached?
 
Maybe your cable is messed up. Disconnect the DVD and use the same connector used for the DVD on the CD-R. Mind the #1 pin so the connector isnt reversed.
 
Sounds like you have not told the BIOS about the new drive. Get into the BIOS and make sure it detects the drive there. If you need step-by-step instructions on how to do this let us know.
