Is it possible to make a music CD (one that is playable in standard CD players) on a CD-RW and then erase it later and put differant songs on it and still be playable?

I've never done it specifically with a CD-RW, but I see no reason why it wouldn't work (assuming that the CD player can read CD-RW's in the first place).

Yes, it works as long as it is a newer CD player that can read CD-RW discs. Older CD players may fail to read the discs properly, as CD-RWs are less reflective than CD-Rs (which are themselves less reflective than pressed CDs -- very old players may not even work with CD-Rs!)

Some burning programs will warn you that you are writing a music CD onto a CD-RW disc, but it should still work.
