CD-RW keeps reading gaps?

hi i just bought a Dell 4300 that came with a 16x-10x-40x CD-RW.
but the thing is that whenever it reads from a CD it plays for awhile and then there is a brief two second pause and then it keeps playing.
these pauses occur pretty frequently.
i checked the cable connections and they seem to be fine.
i used one of the CD cleaners on it and still there is the same problem.

i don't know what is the cause of it.
also the CD-RW is making really loud sounds when it starts to read the CD-RW.
could this be a buffer issue?
i am new at CD-RW hardware.
any help is appreciated.
