CD-Rom devices not found

I'm working on a system where Windows XP device manager shows an exlcamation mark over the dvd-rom and cdrw drives. Here is what I have done to no avail, any help is appreciated.

1. changed ide cable
2. updated chipset drivers and bios
3. reset the dell bios using alt-e and alt-f
4. uninstalled the items from device manager in safe mode


The system is a dell dimension 8300 if that helps. The error listed in device manager for both is (code 39)
 
Yeah - that error code tells me a lot. Been there - done that. This fixed it for me:

I used the manual registry edit.
