CD burner problems

Earlier today, I was burning some cds. I accidently had an already burned cd in, and told it to burn, and it said cannot burn. So, I just took out the cd and put in a clean one. But when I try to adjust speed, it says max speed is 16x. Wtf?

I've had bad media make Nero decide that the drive could only burn at 2x before. Sometimes fixed it by having Nero retest the drive, sometimes by re-installing Nero. Problem was I had come across a box of old stuff that had a bunch of old cdrs in it. Many of them failed to burn. Close inspection revealed fogging between the layers. Most were Compusa brand.
