Walmart would probably require some form of state ID, such as a drivers license.

Not sure, probably. However, there's plenty of people that have proper ID that still use those check cashing services. There's been a few articles lately on how people are turning to them instead of using banks to avoid fees.

Personally, it seems like most of the fees people accumulate are because they can't keep track of the money in their account and/or control their spending. If your bank really does have some ridiculous fees it's time to switch.
