Just doing a basic Google search, I can find that California and several other jurisdictions require penis penetration.

Sorry, but I don't see how that is any different from what I've been saying. What you're quoting is penetration by a foreign object. California's rape statute is Section 261, not 289.

I don't think it's fair to stain all Muslims or even all Egyptian Muslims with this crime though. Anybody remember the Central Park jogger gang raped and left for dead? Certainly Muslims have a very low opinion of women and more common groping, but I think if memory serves rape rates are generally fairly low in Muslim countries.
