Unfortunately, that is not a widely recognized legal dictionary nor is it sufficient enough to reach your conclusion.

Just doing a basic Google search, I can find that California and several other jurisdictions require penis penetration.

Here is a legal article that discusses California laws and women, with a significant section on rape:

She is indeed a beautiful woman with nerves of steel, great integrity, and a core of steel to come forward with such a horrific thing.

I don't think it's fair to stain all Muslims or even all Egyptian Muslims with this crime though. Anybody remember the Central Park jogger gang raped and left for dead? Certainly Muslims have a very low opinion of women and more common groping, but I think if memory serves rape rates are generally fairly low in Muslim countries.

I question how rape statistics in many Muslim countries can be accurate given the cultural stigma attached to it likely leading to little reporting.
