What exactly does it do? Does it change settings on it's own for performance optomization?

It enables various texture filitering optimizations which are supposed to be unoticable while improving performace, I say "supposed to" because I have seen some situations were it does degrade image quality.

Advanced could degrade image quality, should just leave it on standard.

That's the point to it. It cheats image quality in favor of better performance.

I say leave it on, but not advanced, and you'll probably won't notice any image degradation.
