Yes and no.
While cats have a non-fatal terminal velocity, a fall from 30k will kill any cat.
Depending on what the cat landed on and length of descent, it could suffer anything from internal hemorrhaging and broken bones to needing a spatula to scrape its remains off the sidewalk.
It?s not like you could chuck a cat out of a Cessna at 800ft and expect it to pull off a graceful, Marry Poppins? landing and walk away unscathed. Anyone who tries such an experiment should be tossed out along with the cat.
