I think seasons 6 and 7 did that just fine for them.

There's no way they'll have him take over Bauer, he'll just be some ancillary character that hopefully gets killed because he's fucking awful.

He's not taking over.. that would be bad. He'll take a similar role like Chase had. I think it worked ok.
 
I think Ricky Schroder did a decent job as Doyle (seriously, who thought he could pull that off?) so I'm willing to give Freddy the benefit of the doubt. But on paper, it does look like the end is near.
