Casing power led header

How come does some casings have their power led header with the 2 wires next to each other and other casings have them with the middle one unused? Can it be swapped?
 
I can't answer the why part. When I have come across the other issue I usually cut the plastic header down the middle and make it into two separate ones. Then I can put them right next to eachother if needed.
