Usually any power supply that's supplied with a case is not very good. However there are exceptions. The links you provided don't show what the supplied PSU is, so can you please find out. I don't mean wattage I mean the exact part.

What hardware are you planning to power?

The Cooler Master 460W isn't very good, it can't supply 460W of power cleanly. It's more like a 370W unit in reality.

Can you get the manufacturer part number of the Seasonic ECO 500W, I can't find any info on it.

Okay. I'd probably go for the Seasonic... Did some more googling and it seems the Seasonic ECO 500W is SS-500BT, an 80+ bronze unit covered by 3 year warranty and actually built by Seasonic, not some third party. Should be fine.
