A "SMART GUY" would put in the title of their thread what they're talking about so that someone can do a quick title search from the Off Topic forum page for reposts like it's meant to be done instead of something stupid like "Whoahh...coool....look at me, whoahhhh...hehehe"

You know, the search box at the top of the OT page searches both Title and Subject lines. It's perfect for searching reposts. But then again, some people aren't all that helpful with including anything worthwhile in their titles or subjects

Yes, but other Smart Guys might realize that the search box at the top of forums only searches titles and not bodies of messages and, therefore, opt to use the more powerful (read: real) search function that searches both by default. 😛
