Card Reader Question

Only my laptop's card reader, nothing appears for it in Windows explorer until a card is inserted.

On my desktop, a drive letter is assigned and appears whether a card has been inserted or not. I would like to change this to match what my laptop does.

Is there a setting that controls this?
