Card and socket services in windows xp

I have a Noteworthy wireless pc card. This peice is old as crap, win 3.1 compatible.

I'm running win xp and it doesn't have a driver. When i try to install the driver from the disks that came with it, it say:

You need to install card services and socket services to install this driver.

Any help, and post if you need more info.

Well.. I can only recommend getting a new card.
