The US emits way more than just about everyone else. Oddly enough there is a few tiny countries that emit a ton of carbon. Qatar for instance emits twice as much per capita as the US. Anyone know the reasons for this?

Well, obviously. 😛

The 'top' countries on that list (Qatar, UAE, Bahrain, Kuwait) are all relatively small countries that have tons of heavy industry (oil production/refining mostly, also mining, and lots of transportation for those goods) and are industrialized and wealthy (so nearly every family would have a car or two like in the US, etc.)

Tons of industry + relatively small, wealthy population = lots of carbon output per capita. If the statistics are not counting resident aliens like foreign workers in the 'per capita' computation, that further penalizes countries that have a large foreign industrial presence.
 
..what they completly disreguard is the "sink" effect of forest foilage in Canada..North America and South America and it's nearly unlimited ability to absorb carbon emissions.

You mean the one that is being cut down right now? 🙂 NA is really bad on consumption, thus carbon emission is way up there too. But don't worry, China is catching up 🙂
