How come some cars whose windows are tinted have tint that looks more blue than dark charcoal? Is that just something that typically happens over time or was it meant to look that way?
 
depends on the application, most people who do the tint themselves make it look blue/purple-ish because they used an ammonia based cleaning solution to clean the windows before application.
 
Cheap tints are made using dye. UV will eventually turn them blue/purple.

Stick with metallic or ceramic tints to avoid that.

The tint on my car was like that when I got it - I hate it. Been meaning to have it redone, but haven't gotten around to it yet.

And yes, it's due to cheap tint film.
