Hmm....seems pretty stuck on the Japanese thing. Not too sure why the country of orgin makes any difference, but it's not my call. I guess if she is going to go Japanese she might as well go new. They tend to build them like disposable appliances, and the buyers tend to treat them like it too, so may be hard to find a good used example. Please understand this is a gross generality however.
If she doesn't like the civic, don't get it, especially not because her mom "heard good things about it". Marketing can do wonders, but marketing has nothing to do with quality. Heck Saturn even has commercials now advertising how good they look (IMHO Saturns strength is anything BUT looks).
Mazda is Japanese just as much as Toyota is Japanese just as much as Honda is Japanese. Almost any car now comes from dozens of countries, so it'll be hard to find a car that's 100% Japanese (if possible at all).
What about the SUV is it her dad likes? Is it safety? A Rav4 has one of the WORST safety ratings (If I remember right). Is it storage room? A lot of hatchbacks have just as much room as most "practical" SUV's. Is it 4wd? You can even get 4wd on a Lamborghini.
Not to pick ya apart here, but really all you've given is stereotypes, nothing specific (like she is concerned about safety or build quality or whatever). Edit: I guess stereotypes isn't the right word, but I'm not sure what it would be.

Sorry if I offended you (not even sure if I did), but it totally wasn't my aim. I guess I just kinda get annoyed with everyone who comes on here and says "what's the best car for $20k". It's such a broad question. The best car for $20k is the car you'll enjoy the most for $20k. In reality probably the best thing to do is go test drive A LOT of cars. Go to several dealers and look at a lot of cars (even ones you don't think she'd like....you'll often be surprised). The test drive is key...it just seems as though once you find "the car" you'll know. It will just feel natural to ya. Either way don't leave until she's happy.
