I'm not sure how big of a place you are looking at, but I am in a 3 bedroom townhouse outside of Chicago. My utilities look something like this:
Digital Cable + Internet : 110
Phone: 30
Gas & electric: 80-90 (Gas is highest in winter at like 50-55 with electric being like 30-35 or so and in summer, gas is ~20 and electric is 60-70 depending on how hot it gets)
Township (water, trash pickup, blah blah blah): 70 every other month, so 35 a month
Renter's Insurance: 35
BTW, it's a two story townhouse with a finished basement (approx. 2000 square feet). Heating and cooling is forced air. Heat is kept at 65 when it is on, and AC is at 68 when it is on.
So I pay ~300 in utilities a month...150 after my roomie cuts me a check. We spend about $250 a month on food, groceries, cleaning supplies, whatever. This does not include eating out, but I could get by on the food I have here if I had to. All in all, plan on 200 a month (per person) for all food and grocery type things.
So....
Income (after tax): 1400
Rent: 367
Utilities (gas/electric/cable/phone/internet/etc.): 150
Food: 200
Leaving about $675 a month
You said you had your car and insurance taken care of, so...
Assuming you have no other expenses and nothing big happens, 575 (took out 100 a month for fuel) should be enough to save a bit and still have a good time
