Can't setup a new connection

Reinstalled my brother's OS after one incident due to a stupid friend clicking links and downloading a mass of viruses. So after all is said and done with both Service packs installed I can't seem to set up a new connection. Went through the connection wizard like the countless times before yet instead of seeing a new connection icon I get a lovely nothing after finishing the wizard.

Any clue as to what is causing this or perhaps something I forgot to do on my part ...
