Cant seem to get a picture printed right

Im trying to print off a picture. Originally I was using Gimp 2 with its scale image feature. Set it to 5.3 inches by 4 inches. A perfect proportion. But every time I print the image blows itself up to immense proportions, looking nearly 15 inches wide.

I've tried different printers and settings and programs, but I dont know how to do it.

Its a 1600x1200 image. Any idea how to make this print correctly or a free app to do it with?
 
Save it as a PDF (hopefully GIMP supports?). Print from acrobat or your favorite reader app.

 
I just printed a couple of images with IrfanView. There are several options on the print dialog to change the size of the image on the page.
