I was using my computer and then it just rebooted on it's own. I'm using WINXP, and so the logo and the status bar runs. I login and then I can't see the desktop.

Most of the time, the monitor then goes to standby mode (light goes to amber). But this last time, the monitor stayed on (green light), but there was no display.

I can remote desktop into the computer, so I'm wondering if this is a video card issue or some other problem.

Sounds like a currupted video card driver. The driver died causing the restart and the lack of a driver prevents any video from being displayed. Up untill the login screen the card is being ran off of basic generic drivers. Once your at the login the video drivers have loaded. Since tyhe drivers have been currupted and don't work anymore its as iff the card isn't there so the monitor goes into standby. All you need to do is start it up in safe mode, uninstall the drivers and reinstall them.

I turned it off, let it sit for a while, and then turned it back on. It's working for now, but do you still think it's a corrupted driver?
