Can't Publish Citrix Apps

New install of presentation server 4.5. System is in terminal services mode, web client loads up and accepts logins however when I open the citrix access manager console and attempt to add an application I receive the error that I cannot publish applications in the folder Applications. I have checked and permissions seem to be correct and I even tried creating another folder to no avail.
