your answer is in your statement, does your computer have multiple user accounts = each has restrictions. ask your administrator for the proper rights. Unless this is your own personal machine without any user accounts except for the defualt and one you created for yourself to leave the administrator account alone...

which is it?
it's a personal machine. where would I go to see if I somehow disabled it for the default user?

If you have local admin rights do this.

Start - Run - gpedit.msc
Check or uncheck the settings that you need.

thanks... I found 'em both doing that, but they weren't disabled. I disabled the disabling of them and restarted and still nothing...

edit: nevermind, figured it out.
