Im running a radeon 8500 128mb on a 19inch KDS XF-9B 19inch monitor

I cant reduce below 800x600 and I want to so I can set the monitor up there for when certain programs want to go to 640x480

any ideas?

press f8 at bootup and pick enable VGA mode (or something to that effect). 640X480 will be available for you when you boot into windows.

Do I have to do this every time I want to be able to use that resolution?
If you want to pick that resolution from display properties, I think you will. maybe some tweaker program will let you set the custom resolution so it will always be available, I really don't know for sure.
