can't get computer management to initialize disk

I just get an arrow pointing down on Disk1 and that it is not initialized

make sure you aren't doing something silly like violating a size constraint (ie format fat32 6TB partition).

What happens when you try? Anything in the event logs?

Windows hasn't let you even try to create a FAT volume >32G since like XP SP2 or so.
 
what should I be looking for in the event logs there is an event 33 there also an event 1? the disk is 4GB
I got 41000 events

What are you trying to initialiize? (Disk make, model, and size)
What OS are you using?
Finally: Not trying to insult you, but, in Disk Management, did you right-mouse-click on the square on the left that says, "Disk 1" and click on the "Initialize" option?
 
I've never dealt with an IRAM before. There are some things that can't be done in Disk Management (like format a flash drive to NTFS). Maybe you'd have more luck in DiskPart, from an administrative-level command line.
