Can't get anywhere...should I give up?

My new system is actually running ram and cup freq. at 199mhz, at least, that's what all the utilities are telling me. I tried AL Booster and moving just up to 200mhz caused all kinds of chaos. Both MBM and Asus Prob tell me the CPU is idle at 32c. So, it doesn't look like I'm overheating. Even turning on "Turbo" in the bios won't let me get past post. Upping the ram from 2.6 to 2.75? doesn't help much either, and I don't want to leave it there (spec is 2.5v). Here is what I have:

-P4P800-SE with Prescott 3.2e with stock hsf.
-Crucial cas3 512x2
-9800 Pro 128mb
-Antec 380TP in Sonota case

The only "performance" settings I've had any success with is by going from cas3 to cas 2.5 with the ram. Memtest+ 1.30 finds no errors after 50 passes but runs slowly and not very smoothly (clock jumps by up to 20sec).

What should I be looking at replacing? Or should I just give up and live with it like this (seems stable and fast enough).

 
Okay, it appears Asus deliberately setup the fsb to 199.9. That takes care of that issue. I guess its the ram that's holding me back...thought the Crucials had relatively good oc potential for the price.
