I'm wondering what the procedure is for cancelling service with one carrier and reselling the phone to someone else?

Googling anything about cancelled cell phones only brings back results on how to avoid an ETF, which I'm not interested in.

I cancelled my Verizon service and I paid my bill (including the ETFs), I would assume that once I do that the phones can be activated on another account, right?

Yup, you've got it right.

Basically, you fulfill your contractual obligations by either maintaining service for 2 years, or by paying the ETF.

Yes, if you cancel and your account is cleared up of any unpaid balances and fees, the phone is cleared to resell.

Of course, you could just take it in to a Verizon store and ask them to check the ESN to make sure it's cleared to reactivate.
