Can't download updates from Windows update page. Why?

I did a reinstall of Win98 SE.

When I go to the Windows update page and scan for updates, I get a message that there are no updates. It doesn't even scan.

I don't have this problem with two other computers in my household with SE.

What gives?

I have one doing the same thing. My only guess to this point is that it doesn't like my product number. This link describes something to try, but it didn't work for me.

MS update troubles

Tools, Internet Options, Languages button. Define a language.

I checked the language suggestion and it didn't help. I wiped and reloaded the system that I'm having troubles with and tried a different number and it still doesn't work.

Edit added:

I used a different computer to access the update site and went to the help and support menu. This was something, that the computer that wasn't updating, could not do. At this site I went to the 'windows update troubleshooter' page. Down the list was this exact problem. It says to check the language option. It also says to check the date on the computer. It turns out I was a year behind on that system. Correcting the date now lets that computer run updates. DOH!
