Can't delete file

I downloaded a small program called Codec.exe for an old system I'm rebuilding. It's supposed to tell me what Audio codec the MB is using. I downloaded it to my laptop to transfer to the old system, but now I can't delete the file from my laptop. It says it's being used by another program. I've done everything I can think of to find out which program is using it, but I can't seem to find any. I've run every spyware prog. I have, I've used Filemon, I've booted to safe mode, I've disabled everything that has to do with my sound card and I've run Hijack This with no success in identifying the culprit. Anyone have any other ideas for me? Thanks in advance.

Where is the file, on the desktop? Errrm, did you scan it with an up-to-date antivirus program before letting it loose? 😱

Sure did. I used AVG which was just updated today. I didn't even run the thing on my laptop. I just downloaded, copied it to a flash drive to transfer to the old computer, then tried to delete it from the laptop.
Yes, it's on the desktop.

Well I know that, but HOW did it get into memory if I didn't run it? Oh well, doesn't matter, it's gone for good. Thanks again and for the new program too.
