Can't Clear DNS Cache

Hi, a couple of weeks ago I started to get horrible upload speeds on my internet. I tried repairing my network which normally fixes the problem but I have gotten the problem of not being able to clear the DNS cache ever since. I went into cmd and tried ipconfig /displaydns and it responded with Could not display the DNS Resolver Cache. I then tried ipconfig /flushdns and it says Could not flush the DNS Resolver Cache: Function failed during execution. I have normally very good upload speeds and have never had this problem before so I am assuming they may some how be connected but I am not sure. I have Optimum Online Internet and a Linksys WRT54GS wireless router (this computer is on wireless internet). Any ideas on how I can fix this problem?
